Thomas A. Jelenić is Vice President for Pacific Merchant Shipping Association (PMSA). Mr. Jelenić works with policy makers, regulators, industry leaders, and other entities to help ensure that sound science and industry issues are part of the discussion.

Mr. Jelenić has two decades of maritime industry experience, including more than 14 years in environmental and planning positions at the Port of Long Beach, the nation's second busiest seaport, and senior management roles in private consulting and logistics development. His work includes leading successful efforts to manage complex air quality, transportation, and greenhouse gas issues related to the shipping industry. He contributed to the development of the landmark San Pedro Bay Clean Air Action Plan and the Clean Trucks Program for the Port of Long Beach. Prior to joining PMSA, Mr. Jelenić managed the CEQA review and approvals for the World Logistics Center, the largest private-sector logistics development in California encompassing over 40 million square feet of buildings and facilities covering 4 square miles of property in Moreno Valley, California.

He is a graduate of the University of California, Irvine, with dual Bachelor of Science degrees in Environmental Engineering and Civil Engineering with an emphasis in transportation and water resources.

Fran Inman, Senior Vice President, has worked as part of the Majestic Realty team for more than two decades. In addition to overseeing the government relations work for the company, Fran also serves as the founding President of the Majestic Realty Foundation.

Recognized as a national leader in the transportation sector for her work on the global supply chain, she serves as a member of the California Transportation Commission. Inman also serves on the highly acclaimed National Freight Advisory Committee that reports directly to the US Secretary of Transportation and on the California Freight Efficiency Task Force. In addition to her numerous awards and honors for her work in these areas, Fran was recently awarded Visionary Business Leader of the Year at the region's Mobility 21 summit.

A civic and philanthropic leader, she serves and has served on a diverse range of business, economic development and transportation boards and organizations throughout the region. Fran holds a bachelor's degree in Finance and an MBA in Finance from Cal State Fullerton.

Sarah Wiltfong - Chief Advocacy & Public Policy Officer - Supply Chain Council

Sarah Wiltfong joined the Supply Chain Council in the fall of 2024 as the Chief Advocacy and Public Policy Officer. The council is the nation's leading advocacy group focused on strengthening America's supply chain by uniting business and labor to protect jobs, invest in domestic infrastructure, and safeguard the economy from global instability.

Previously, Sarah served as Chief Advocacy Officer at the Los Angeles County Business Federation (BizFed), an alliance representing over 240 business organizations and 420,000 employers. She led BizFed's advocacy efforts on issues impacting energy, environment, and water policies.

Her background also includes serving as District Director for California's 66th Assembly District and working on legislative campaigns. Beyond her policy work, Sarah is an aspiring golfer, coffee enthusiast, and a dedicated volunteer for foster youth as a Court Appointed Special Advocate (CASA). She is also pursuing theological studies at Talbot Theological Seminary.
