The Advanced Clean Fleets (ACF) and Advanced Clean Trucks (ACT) regulations have drastically altered the trucking industry in California. In this panel, you will hear how dealers are navigating these regulations, how lawmakers at the national level are considering these regulations, and about CTA’s lawsuit and other subsequent lawsuits filed against the ACF rule.

Jacqueline Gelb serves as the President of the American Truck Dealers, a division of the National Automobile Dealers Association.

She has worked in the trucking and transportation industries for the past 13 years, most recently as the Vice President of Energy and Environmental Affairs at the American Trucking Associations (ATA), where she served as the trucking industry’s subject matter expert on energy and environmental issues.

Prior to ATA, Jacqueline was the Vice President of Government Relations at Navistar, Inc., where she led public policy strategy.

Andrea Pratt is the Senior Director of Grants, Incentives, and Policy at Greenlane, where she leads efforts to advance the deployment of Zero Emission Vehicle (ZEV) fueling infrastructure, with a focus on medium and heavy-duty vehicles. Her work centers on securing grants, advocating for supportive policies, and fostering partnerships to drive the transition to clean transportation.

Previously, Andrea served as the Zero Emission Technology Program Director at Volvo Group North America, where she guided the deployment of zero-emission trucks and equipment, working closely with stakeholders to accelerate electrification and infrastructure development.

With over a decade of experience in government and private sectors, Andrea also held leadership roles with the City of Seattle, managing transportation electrification programs and developing policies to reduce emissions across public and commercial fleets. Her career is dedicated to promoting sustainable and equitable solutions in the transportation sector.
